Der Lärmempfindlichkeitsstufenplan legt flächendeckend für die ganze Stadt fest, welche Lärmgrenzwerte einzuhalten sind und welches Mass an Lärm für die einzelnen Grundstücks-Parzellen erlaubt ist. Er ist Teil der baurechtlichen Grundordnung.
